Frank L. Rincon, chief student affairs officer at Sam Houston State University in Huntsville, Texas, has been appointed vice chancellor for student affairs at the University of California, Davis, effective July 1.
In his new post, Rincon, 46, will be responsible for programs and services that contribute to the campus's learning environment and enhance students' academic and personal development.
"Among the special strengths that Frank brings to the campus is a strong interest in student leadership development," said UC Davis Chancellor Theodore L. Hullar. "And his extraordinary engagement with social issues reveals deeply held, personal values that so well complement and sustain the principles of community embraced by the Davis campus."
Rincon succeeds Thomas B. Dutton, who retired as vice chancellor in April 1991 after a slow convalescence from reconstructive spine surgery. Associate Vice Chancellor Robert E. Chason has been acting vice chancellor since Dutton stepped down.
Rincon gained 18 years of administrative experience at several East Coast, Southwest and California colleges and universities. Before becoming dean of student life at Sam Houston State University in 1988, he served as dean of students at Fairleigh Dickinson University in Teaneck, N.J., from 1986 to 1988 and director of student life at California State University, Los Angeles, 1982-1986. He held several posts with Central Arizona College: associate dean of students, 1976-1982; director of student services, 1974-1976; and counselor, 1972-1974. He also served as a counselor for Operation S.E.R. (Service, Employment, Redevelopment) Jobs for Progress in Tucson, Ariz., January-July 1972.
Rincon developed instructional experience at Fairleigh Dickinson University, teaching freshman seminars; at Central Arizona College, teaching psychology courses in personal development; and at Operation S.E.R., teaching pre-vocational classes.
"I'm very excited to become part of the UC Davis family," Rincon said. "I'm impressed with the accomplishments of the Student Affairs Office and I'd like to build upon that excellence, particularly in the area of student leadership development. I believe we'll be able to provide students with excellent leadership experiences as they make the transition from college to
career, better prepared to deal with society's economic and social challenges."
He has presented several seminars, ranging from "Moral and Ethical Value Development in Higher Education" to "Proactive and Reactive Strategies for Campus Ethnoviolence," "Hispanic Social Involvement" and "Leadership Development."
Rincon is a volunteer with Habitat for Humanity and a member of the Walker County (Texas) United Way board of directors and Commission on Alcohol and Drug Use/Abuse. He is affiliated with such organizations as the National Association of Student Personnel Administrators, the American College Personnel Association, the Southwest Association for College Student Affairs, the Texas Association of College and University Student Personnel Administrators and the Texas Association of Chicanos in Higher Education.
Rincon received a bachelor's degree in secondary education in 1970, a master's degree in counseling and guidance in 1971 and a doctoral degree in higher education and student personnel in 1982, all from the University of Arizona.
