Rule of Law, Counterinsurgency in Iraq Focus of Talk

Sept. 28, Thursday -- Attorney, national security commentator and U.S. Army Capt. Phillip Carter will speak on "The Rule of Law and Counterinsurgency in Iraq" at the UC Davis School of Law. He has just returned from a yearlong tour of duty in Iraq as an adviser to the Iraqi police with the 101st Airborne Division. He has been in the military for nine years, including service as a military police and civil affairs officer. Carter is on leave through December from McKenna Long & Aldridge of Los Angeles, where he is a member of the government contracts practice group and practices international law. He taught an undergraduate course on law and terrorism at UCLA, and he frequently contributes articles and expert commentary on national security issues to the national news media. His public talk will begin at noon in the Moot Courtroom.
