Oct. 28 -- "On the Eve of the Election, Where Are We?" Byron Shafer, a professor of political science at the University of Wisconsin and an expert on the coalitions that make for presidencies and congressional majorities, will assess whether the 2008 election will produce a new electoral map and why.
